Notary Services Policy
The Wagnalls Memorial is currently offering free notary services during regular library hours. The notary is generally available 10:00am – 5:00pm Monday and Wednesday, Tuesday and Thursday 12:00pm – 8:00pm, and 10:00am – 2:00pm on Saturday. As schedules can change, however, the public is advised to call in advance to ensure the notary is present.
Anyone wishing to have a document notarized must show a valid, government-issued photo identification. For those under the age of 18, a certified copy of their birth certificate or a current school identification, with photo, is required.
The signer must be present before the notary, and all documents must be signed before the notary.
If a witness or witnesses are required, The Wagnalls Memorial will not provide witnesses, and witnesses may not be solicited from patrons or staff. Witnesses must know the individual whose document is being notarized. Witnesses must also have a valid, government-issued photo identification.
Limitations of Service:
1. The notary cannot certify true copies of vital records and documents. Only issuing agencies can certify true copies.
2. The notary will not take or certify depositions.
3. Neither the notary nor other staff of The Wagnalls Memorial can provide legal advice or assist in preparing or in filling out legal forms.
4. The notary is only able to provide basic services, such as witnessing signatures and sworn statements, for individual patrons (not for businesses and corporations). The notary will not notarize the following:
a. Documents requiring more than three signatures
b. Auto titles
c. I-9 forms
d. Real estate transactions
e. Last wills and testaments
f. Corporate/business documents
g. Documents in a language other than English
h. Documents for which the signer cannot communicate directly with the notary
i. Documents that require an electronic signature
5. The notary reserves the right to refer patrons to other agencies for more complex requests and to decline services should the circumstances surrounding an appointment raise any doubt regarding their legal obligations as outlined in Ohio Revised Code, Section 147.
